Christmas Holiday tips from Cobb County Police Department - PENS Bulletin
CRIME TRENDS
With the continued rise in price for recyclable metals, we have seen a recent spike in the theft of commercial air conditioning units. Both residential and commercial properties have the potential to fall prey to this type of criminal due to the difficulty in positively identifying the stolen items. As police departments in the metro Atlanta area continue to network with area recyclers in an attempt to combat thefts of recyclable metals, we have developed the ability to send out alerts to area recyclers when identifiable metals are stolen. To aid with the identification of metals such as the coils within an AC unit, it has been recommended to paint the coil a bright fluorescent color to help distinguish it from other units.
Although vandalism of Christmas decorations often goes unreported to the police, I have received informal information that there has been an increase in this type of activity within certain neighborhoods in East Cobb. It is important that you remind your teens that damaging someone’s property is more than a prank, it is a crime and it comes with serious consequences. A teenager who has just turned 17 and who goes into someone’s yard and damages their decorations can be charged with a crime and be taken to jail. If the damage exceeds $500, which is not hard to do these days, the crime becomes a felony. Having a criminal record can make someone ineligible for scholarships and other types of financial aid and close the door to many potential jobs.
WHAT YOU AND YOUR NEIGHBORS CAN DO
We have had significant success with apprehending criminals because you called 911 to report suspicious behavior. You are the eyes and ears in your neighborhoods and you, more than anyone else, know who doesn’t belong. Call 911 anytime you see individuals on foot in your neighborhood that you don’t recognize or vehicles that drive slowly up and down the street or that are stopped with someone just sitting in the vehicle. Even if everything checks out at the time, we still have their information on record.
Don’t forget the basics of crime prevention when it comes to keeping your home secure. A security system with an audible alarm is a great deterrent to have. Be sure to set your alarm every time you leave the house. Make sure that your alarm service yard signs and window decals are visible from the street and replace them when they start to show age.--- Note: All alarm systems need to be registered with the Cobb County Police Dept. See details on registration process here - http://police.cobbcountyga.gov/alarms.htm
Keep windows, doors, and garage doors closed and locked when you are away. Purchase a timer for your exterior lighting or turn it on before you leave if you don’t plan to get back home until after dark.
Do not store large quantities of cash or jewelry (or gold/silver) in your home but instead use a safety deposit box at your bank. You may not avoid becoming a victim of a burglary but you can certainly minimize your loss.

Garbage Collection Services
We have a free market when it comes to our garbage. We can have it hauled off by whomever we choose, or we can keep it at our house and never get rid of it...
We are using J & G Garbage service - they pickup twice a week (Tuesday's and Friday's) for $21 a month at the curb. Most other trash haulers only come once a week.
Any other suggestions or recommendations for residents?

Sprayberry High School Students on Renny in culdesac
After the crime watch program signs were installed, I've noticed the lack of mass congregation on the cul-de-sac ... so far. But if you look up on the sidewalk, most of the students are smoking cigarettes and congregating at the end of the backyard fences between the two homes bordering the sidewalk path to Sprayberry High.
Are they like criminals knowing that they don't dare breach the perceived safety of the chain-link-fence?
Are they still tossing their cups, smokes, and garbage into the backyards of the two homes even after one resident placed a garbage can nearby to collect the waste?
I thought teenagers were concerned with the environment?

==========================================================
A note from the RAVN Board…Why are the dues required so early????
I want to begin by explaining why the RAVN Board is requesting the membership dues early. In light of not being able to open last year, we want to 100% ENSURE that we have the proper funds needed to OPEN and STAY open all summer. The decision to open the pool will be decided on May 1st 2012. This date allows ample time to get the pool (1) ready for Cobb County inspection, (2) address new pumps & maintenance issues, (3) and ready to be OPENED accordingly for a full summer season :)
For those of you that have sent your memberships in THANK YOU!! Your commitment to re-opening this facility is greatly appreciated. In addition, please note: ANY and ALL membership funds will be deposited upon receipt (7-10 days)...however there will be ZERO funds paid out for the pool until May 1st. This ensures that in the event the membership numbers are too low then 100% refunds can be sent out.
The new Board has some fantastic new ideas for RAVN and a huge commitment on keeping the pool a fun, clean, family focused facility. Let's get this wonderful neighborhood asset back up and running for all to ENJOY!! :)
Full Family Membership

Where do you dispose of your turkey fryer oil?
Please don't dump it on the ground or into the sewer or just toss it in the garbage...this oil can be recycled.
I have a client who recently purchased a foreclosure containing a 5 gallon container of cooking oil in the back yard. Since the bank never took responsibility to dump it, who will? You got it - me, their agent.
So the next step is to find someplace in Marietta to recycle the oil.
Well, I first contacted Keep Cobb Beautiful but they didn't know of anywhere in Marietta that took the oil.
Roswell Recycling Center & City of Smyrna takes the oil...But what about around Sprayberry High?
I then called many recyclers and they all told me that they don't pick up oil from single family residences, but they do pick up at Kroger, Publix, Whole Foods and other restaurants. After searching for a couple of weeks with negative replies, I spoke with a manager at the Sprayberry Chic-Fil-A at Sandy Plains & East Piedmont intersection across from Sprayberry High School. He said "bring it on"! Update 12-12-2011: I brought it and they took it!
So once you have fried your turkey after the holidays and are looking to discard your fryer oil, contact Chic-Fil-A and coordinate the oil drop into their recycling container.
Of course, if you want to drive your oil to Smyrna or Alpharetta:

Village North Phone Book & Magazine Recycling Drive
Give me your tired & your poor…
old phonebooks & magazines
old phonebooks & magazines
Saturday (12-10-2011) from 10:00-11:00 am, I will collect old phonebooks & magazines and drop them off in the recycling bin at the Kroger on Chastain & Canton Roads. I will park my pickup truck at the entrance of the RAVN pool facility and be there to collect any phone books & magazines you want to discard...Thanks!
Note: (Since Chastain Kroger's landlord removed the recycling bins - I will drop them at either or Sandy Plains Baptist Church or Kincaid Elementary) - SP Recycling said I could drop the phonebooks into bins for newspaper.

Poop Stations - Yeah or Nay?
What a subject to tackle right after Thanksgiving, huh?
Fast facts - Google "stop dog poop in yards" and you get about 3 million results - so it's not necessarily just a local issue. There's actually many ways to try and stop dogs from leaving their waste on your yard.
It is a free country and dog poop eventually melts away, sometimes after the unsuspecting home owner, other sidewalk/street walker, or another pet steps in it. Or maybe even worse, if the poop contains contaminants that another dog or human contracts and gets ill, then I bet you would feel bad if the cause was your pet
There are some health issues and concerns:
- Campylobacteriosis/campylobacter- a bacterial infection that causes diarrhea in humans.
- Salmonellosis- the most common bacterial infection transmitted to humans from animals. Symptoms include fever, muscle aches, headache, vomiting, and diarrhea.
- Toxocarisis- roundworms transmitted from animals to humans. Symptoms include vision loss, rash, fever, or cough.
- fecal streptococcus and fecal coliforms are just two examples. In sufficiently high amounts, these bacteria can make people sick — sometimes very sick. For example, E. coli bacteria often causes gastrointestinal infections, as well as infections to the ear, eye, and throat.
In the past, some people have setup their own plastic bag receptacles throughout the neighborhood or placed signs in their yards indicating NO POOP PLEASE!.
Lots of dog walkers in the neighborhood, but varied degrees of cleanup after they have "done their business".
So is it time for poop station strategically placed within the subdivisions with Kroger, Publix, or newspaper protective covers?
Bottom line: The most effective way to eliminate dog poop from your yard is to tell the dog owner when it happens!

Happy Thanksgiving to all in Village North
I read this Bible verse this morning and it was good timing..
Romans 13:8 - "Owe nothing to anyone except to love one another; for he who loves his neighbor has fulfilled the law."
Hey, it doesn't say anything about liking your neighbor, but loving him is ok!

Yes, there are jobs and careers waiting for those who can find and apply for them. How can you help your fellow Village North resident find a job as well? Feel free to let me know of a job opening you have heard or seen.
There are the usual places to look for jobs like:
Doors and windows of retail & restaurant businesses
Atlanta Journal Constitution Classifieds
Craigslist.org (I actually found a part time job through there but please be careful - some are scams)
monster.com
Dozens of other websites for employment opportunities
I met a terrific person (Cindi Filer) years ago and she started a business - Innovative Outsourcing based on part time employment for people for two basic reasons:
(1) employers were looking for workers but not for full time jobs and
(2) many people were looking to supplement their spouse's income, or just looking for anything they can find to get started.
Some of these opportunities are accounting related and include a brief time at the employer's office and the possibility of then moving to and working from your home. Check out Innovative-Outsourcing for more details and job postings.
It also may be time to start a business of your own (be careful to start small and don't get too far into debt) and as Clark Howard said, if you survive in these times, you may survive better when times get better.
As always has been the case, employment normally means "you have to know someone" to get a job. It normally takes a referral to an employer from someone they know and trust to get you in front of a hiring employer.
Is your employer hiring for full or part time work?
Do you know of any part time or full time job openings you've seen or heard about?

Common Violations of Cobb County Code in Subdivisions
Update: 12-17-2011 - Be sure to read my other (12-17-2011) blog post about registering your alarm system at your residence and business - Here is the Cobb County Code on the definition and registration - http://www.cobbcounty.org/downloads/alarm-ordinance.pdf
There are some violations of the Cobb County Ordinances with respect to residential housing. The common violations found in subdivisions are listed below, but feel free to look through the entire code (which is searchable) at the bottom of this post.
As we all know from the recent poultry craze, Cobb County Codes are not set in stone and are subject to change - so please help me keep informed and update this post from time to time when the code does change - thanks.
Before I get to the common violations, I found a few ordinances of interest:
A dwelling unit consists of one or more rooms which are arranged, designed or used as living quarters for one family or two or fewer unrelated adults and their children and/or grandchildren. A dwelling unit may also be occupied by a family and up to two persons who are not family members.
The county permits door-to-door solicitations only if the person has registered with the county’s business license office. A registration badge must be worn by solicitors and will include their name, address, organization and a photograph. Solicitation without a registration badge is prohibited. Police will respond to reports of unregistered solicitors.
Exterior stairways, decks, porches and balconies, and all appurtenances attached thereto, of building shall be maintained so that they are structurally sound, in good repair with proper anchorage and capable of supporting the imposed loads.
Any fence or wall adjacent to a public road right-of-way and within a residential front yard cannot be more than six feet in height. Fences or walls shall be maintained in structurally sound condition. Fences or walls at the rear of a residence cannot exceed eight feet in height. The height limitation includes posts and ornaments on top of the fence or wall.
Grass & WeedsIt shall be unlawful for the owner of any property less than 40,000 square feet or property within any platted and recorded subdivision, to allow grass/weeds over 12 inches in height on at least ten percent of the size of the property tract, excluding the portion of the property where permanent structures exist. After 20 day notice, the County shall cause the condition to be remedied at the expense of the property owner.
Garbage collectors may not operate between the hours of 11 p.m. and 7 a.m. Garbage cans filled with garbage can only be placed at the curb the evening before collection and should be removed by 11 p.m. on the day of collection.
Dwelling can only be shared by four or less persons, excluding resident staff, who live together as a single housekeeping unit. The managing care giver must reside at the group home. Said home shall not allow use of the dwelling as a home for individuals on parole, probation or convicted or released from incarceration for crimes of child molestation, aggravated child molestation, or child sexual abuse, as defined in O.C.G.A. 16-6-4 or individuals required to register as sex offenders pursuant to O.C.G.A. 42-1-12.
Gutters and shutters and all appurtenances attached thereto, of buildings shall be maintained so that they are structurally sound, in good repair with proper anchorage and attachment.
Leash Law Animals are required to be on a leash when outside unless contained by a fence. Pet owners are responsible for collecting animal waste and disposing of it properly. Contact Cobb County Animal Control at (770) 499-4136 to report violations.
Livestock and poultry animals are only permitted on a lot of two acres or larger. All animals will be maintained at least 10 feet from any residential property line.
No outside storage is permitted, with the exception of firewood and lawn furnishings.
Vehicles must be parked along the curb, facing in the direction of traffic flow, have a valid tag and be operational. Vehicles may not be parked in designated No Parking areas, where they block access to private driveways or where they restrict the safe flow of traffic. There are no county restrictions on the length of time a vehicle may be parked on a residential street. (The above is enforced by police)
Vehicles may not be parked in the grass or unimproved surface between the roadway and the home’s front setback. In the R-30, R-20, R-15, R-12, RD, RA-4, RA-5 zoned districts, parking allows only one vehicle, one boat, and one recreational vehicle (or any combination of such totaling three) in the rear or side yard on a hardened surface.
In the R-40, R-80, RR zoned districts, any combination of boats and recreational vehicles exceeding three must be screened from public roadways via a buffer (approved by the Cobb County Landscape Architect) or fencing. No materials, equipment or business vehicles may be stored or parked on the premises, except for one business vehicle used exclusively by the resident. A business vehicle with a manufacturer’s gross vehicle weight greater than 12,500 pounds is not allowed to be parked on residential property.
No more than three personal vehicle and/or equipment sales are allowed per calendar year on any one parcel of property.
The Temporary Local Directional sign code allows temporary signs to temporary events such as church or community gatherings, yard sales, moving sales, estate sales or the sale of an individual house. The code does not include off-premise outdoor advertising signs or signs defined under weekend subdivision directional signs. All temporary local directional signs must be located off the right-of-way. Windows of buildings shall be fully supplied and maintained with glass window panes or with a substitute approved by the designated Cobb County Building Official, which are without open cracks or holes. Screens, if provided, shall be securely fastened to the window. Exterior doors of buildings shall be maintained so that they fit reasonably well within their frames so as to substantially prevent rain and wind from entering a building. Exterior door jams, stops, headers and moldings shall be securely attached to the structure and maintained in good condition without splitting or deterioration. Additionally, exterior doors shall be provided with property hardware and maintained in proper working condition.

Cobb County Police Crime Reports
Now that there is one Crime Watch designated area within the subdivision near Sprayberry, the drug trafficking - high school student loitering problems have greatly diminished.
According to Cobb County Police, the main problems in areas of Cobb is that people leave personal and valuable belongings inside their car (visible from the) outside and unlocked at night. Police recommend taking out all valuables and locking the cars. I personally know of a person who left her purse in the unlocked car on driveway in middle of storm only to find it missing the next morning.

Outdoor Burning Ban - What is it and when is it effective?
Burning yard debris is allowed between October 1st and April 30th, but is banned between May 1st through September 30th.
Sometimes it doesn't make sense to allow burning leaves outside during the driest part of the year, but I'm only a citizen - what do I know. All I have is a bunch of leaves and need to get rid of them..and Halloween has come and gone, so I can't give them away!
Here is a list of some rules to follow when you do burn "stuff" (i.e., yard debris only) outside and some penalties/fines:
